Why WUCP has to move:

 

WUCP FM 106.1 is in danger of being put off the air by a newly planned high power commercial station, class A,  currently under construction in the Oliver Springs, Tennessee.  The new station is expected to begin service in mid 2008.  WUCP will be forced to move to a new frequency. Under current FCC rules, Low Power FM radio stations such as WUCP operate with "second class citizenship" to high power commercial stations.  Current legislation is in Congress to correct this situation, see Prometheus Radio Project below.  WUCP was assigned the current frequency of 106.1 in 2002 and then the Commission sold the frequency to the highest bidder in 2007 without notice that they had already assigned the frequency to our station.  We have to move.

 

The FCC contacted WUCP on December 20, 2007 and suggested that WUCP file to move to 99.9.  WUCP filed an application on December 20 to move to 99.9.    The closest station is WNOX on 100.3 and WUCP pledged to work with WNOX to resolve any interference problems with the move.   Our station with 100 watts erp is not expected to cause any problems in reception with the 100 kw station WNOX on 100.3.

 

Update 3/25:  WNOX ownership has filed a protest with the FCC for WUCP's proposed move to 99.9. WNOX notes in their filing that WUCP may cause interference to 956 individuals within a km of our station site at Union Cumberland Presbyterian Church.  WNOX is a 100,000 watt station with its antenna on a mountain top while WUCP is a 100 watt station with its antenna 30 meters above the ground on the roof of the church.  WNOX covers all of East Tennessee with their powerful 100,000 watt signal while WUCP does well to cover Farragut with our 100 watt signal. With modern receivers it is highly unlikely that any interference would be detected from our weak signal two channels away.  In our own engineering test, currently we cause no interference to other stations close to our current frequency of 106.1, even on a cheap radio operated in the parking lot of the church.

 

WUCP has retained a top communications lawyer and engineer to study the issues and file a response to the FCC.  Our engineering study shows no possible interference to WNOX, even in our own parking lot underneath our broadcast antenna located on the roof of the Church.  A response to the FCC has been filed.

 

WUCP stated in our application that we would work with WNOX to resolve any interference problems and continues this offer.  WUCP has reached out to WNOX ownership by letter on March 24, to drop their opposition to WUCP's move and asked for a meeting to resolve any problems.  As of the current date, WNOX has not responded to our request.

 

We are fighting to stay on the air to serve the Farragut Community and WNOX is facing little or no effect from our move to its huge East TN coverage area and listening audience.  This is a case of David "WUCP" facing a Goliath"WNOX" battle that does not need to be raised.  The public is best served by having both stations on the air.

In your letter, please indicate your own experiences with how WUCP Radio provides comfort and support to you and your family and how it would be a loss to you that would not be replaced by other radio stations if WUCP is forced to leave the air. You may want to use the following reasons in your letter of support:

 

As a total public service, non-profit station, WUCP LP offers a unique blend of Christian music not currently carried on other Christian radio stations.  WUCP carries services of the Union Cumberland Presbyterian Church and special programming in Spanish to our Hispanic community also.  These programs provide religious services and comfort to a large number of sick and shut-ins in our community such as the Baptist Health Care Center in Lenoir City.  WUCP also broadcast Farragut High School Baseball games and Christian Academy of Knoxville High School football games as a public service.  WUCP also broadcast official Town of Farragut Communications to the citizens of Farragut.  WUCP also carries public service announcements by various US Government Departments.  WUCP broadcast carry programs in the best public interest and sports events that larger commercial stations do not carry or afford the time to. WUCP carries no commercial advertisement and only public service programming.   The staff of WUCP is entirely volunteer and the station exist entirely on public contributions and support.

 

WUCP has pledged to work with WNOX to resolve any interference issues.  Our own engineering studies show no interference to WNOX, even right under our broadcast antenna in our own church parking lot.  WNOX has refused to meet with representatives from WUCP to discuss the matter and solve any possible problems.

 

WUCP in the past four years of broadcasting has developed a huge listening audience in and around the Town of Farragut and offers unique community services that are not provided by larger wide coverage commercial radio stations.

 

This total emphasis on the local community falls in the focus that the FCC setup the Low Powered FM Service to began with and our station is an excellent example of this local service to a local audience.   It would be a great loss to the citizens of Farragut if WUCP is forced to leave the air because of the opposition of WNOX.

The FCC Commissioners released a statement supporting LP FM service on December 12, 2007 and expressed their intent to help resolve problems with LP service and new commercial stations coming on the air.

 

We believe that the actions of the FCC on December 20 to contact WUCP to help work out a move in frequency is an example of this desire to help LP stations stay on the air and this is a very positive move for the station and the citizens of Farragut and surrounding communities that we serve with our broadcast.

 

On January 18, WUCP established contact with the owners of the new Oliver Springs Station, WJZO, under construction.  The current timetable for them to start broadcasting is late spring or early summer.  WUCP will continue to broadcast on 106.1 until a few days before WJZO comes on 106.1.  The owners of WJZO have pledged support for engineering and other needs as WUCP moves to 99.9.

This support is very positive and WUCP wishes to thank the owners of WJZO for their help in this difficult situation.

 



Tennessee Congressman John Duncan has contacted the FCC to pledge his support and concern for WUCP.  His office is working activity with the FCC to help WUCP stay on the air.

Tennessee Congressman John Duncan has joined to co-sign the House Bill 2802 to help LP FM stations and has expressed his support of WUCP to continue to serve the citizens of Farragut.  

 

Senator Lamar Alexander contacts the FCC on behalf of WUCP

Senator Lamar Alexander has contacted the FCC to pledge his support and concern about WUCP being forced to move from 106.1 and has asked the FCC to help WUCP stay on the air.  The FCC has replied by letter to Senator Alexander that they have suggested 99.9 and expect to approve our move in early 2008.

When the WJZO comes on 106.1, we hope to have approval to move to 99.9.  There may be one or two days in which we will be off the air to change the frequency on our transmitter and antenna. However, WUCP will continue to stream our broadcast on the Internet during the FM broadcast downtime.

This spring, WUCP broadcast Farragut High School Baseball with Ralph Skinner and Eric Patterson.  WUCP was the only radio station to follow the Admirals to the state championship.  This fall WUCP plans on broadcasting CAK football.  Schedule tba.

History of WUCP

An application was filed with the FCC the summer of 2001 by the Union Cumberland Presbyterian Church in Farragut for a low powered FM radio station to serve the Town of Farragut.  The FCC had just opened a period for filing for this new service and the church endorsed a proposal by Dave Garner, that Union go forward with this new ministry.  We only have a five day period for filing the application electronically on the Internet.  The required information was gathered and a Board of Directors appointed to oversee the project. 

 

The application was filed and “set dormant” for three years while the FCC decided to go forward with this new service over the heavy objections of the commercial broadcasters to the new service nationally.   The ‘log-jam’ was finally cleared in 2003 and construction permits were released by the FCC.  WUCP LP received our construction permit in November of 2004.  We assembled a team to put the station on the air.  Equipment had to be selected and assembled.  The antenna had to be mounted on top of our building.  All guidelines by the FCC had to be carefully followed.   The call letters WUCP, for W Union Cumberland Presbyterian, were selected and applied for.  The call letters were available, “ by the Lord’s Will,” and assigned to our station.

 

Our first broadcast was Wednesday evening, Feb 4, 2005 at 9:30PM.  Since then we have been serving our community 24 hours per day, seven days a week.

 

WUCP is a low powered station, and therefore our broadcast is limited to around 10-15 miles.  We cannot do anything about this as the power level is limited by the FCC due to the class of license.  The low powered service is intended to serve a local community only and range is estimated to be 10 miles or less.  Our Internet broadcasting provides worldwide reception, go to www.wucplp.com.

 

You can do several things to improve reception:  such as using an external antenna on your receiver or outside antenna such as TV antenna or special FM broadcast antenna.  Car radios generally pick up better due to their outside antenna and specifications.

We are broadcasting the following sports for Farragut High School:  Baseball.  A big part of our community service is Farragut Sports Broadcast and CAK Football.
